The Interagency Contract Directory (ICD) provides a searchable directory of government wide acquisition contracts (GWACs), other multiple award contracts, General Services Administration Multiple Award Schedule contracts (including Blanket Purchase Agreements (BPAs) under those contracts), and other procurement vehicles that are made available for use by multiple agencies.

The system provides agencies with a new market research and planning tool, enabling agencies to explore the use of existing multi-agency contracting vehicles to satisfy their requirements before developing new contracts. Federal agency users can search the database, entering data in one or more fields, and decide whether placing an order under an existing contract or conducting a procurement on the open market to award a new contract is more cost effective for their particular needs.

ISC took over the project to develop the ICD system from another contractor in [month and year] and, leveraging its work and experience on other E-Gov initiatives and governmentwide systems, was able to meet tight system deadlines and make the system available for use in May 2003. On May 6, 2003, the Administrator of the Office of Management and Budget’s Office of Federal Procurement Policy rolled out the ICD system, noting that for the first time the acquisition community could access information about all inter-agency contracts at a single website.

ISC now hosts and operates the system (with full responsibility for its reliability and security), maintains the hardware and software, supports users, and recommends and undertakes system enhancements.
